Correlation between ESD current, ESD field and ESD susceptibility

For the same electronic equipment at the same point, there should be definite ESD susceptibility failure level voltage. But different ESD generators from different manufactures have different failure level voltage even all the ESD generator's are in compliance with  the IEC61000-4-2 standard.  Some ESD generators just 1kV and others even 6kV for the same equipment. Some simulators produce waveforms that are in compliance with IEC 61000-4-2, but have considerable ringing and high frequency components. These simulators may cause failures in products which would not occur in the same discharge voltage in real ESD.
